Workforce Pell: Expanding pathways from afterschool to careers

As policymakers on both sides of the aisle look for ways to strengthen the nation’s workforce and expand economic opportunity, Workforce Pell has emerged as a key provision in the budget reconciliation bill H.R. 1 which passed this summer. On March 9, the Department of Education issued a proposed rule in the Federal Register seeking comment by April 8 on the newly devised program.

The policy would allow Pell Grants to be used for high-quality, short-term workforce training programs, opening new doors for students and adult learners seeking to quickly gain in-demand skills and credentials. By expanding Pell beyond traditional degree pathways, the provision reflects a growing recognition that postsecondary education must be more flexible and responsive to today’s learners and labor market needs. If implemented effectively, it could broaden access to federal financial aid for low-income learners, strengthen alignment between training providers and employers, and encourage the development of programs that deliver strong outcomes.  The policy also emphasizes accountability, requiring programs to meet quality standards and demonstrate that they lead to meaningful employment and earnings gains.

What Workforce Pell Means for Students and Workers

Traditionally, Pell Grants have been limited to students enrolled in longer-term degree programs, which often require a significant time commitment and can create barriers for working learners.

The proposed Workforce Pell would extend eligibility to shorter-term programs defined as:

• Those at least 8 but less than 15 weeks, consisting of between 150 and 599 clock hours
• Require alignment with high skill, high-wage or in-demand industry sectors or occupations
• Be able to achieve 70% completion and 70% employment/placement rates and lead to recognized, stackable credentials.
• Treat a program related to the technical instruction piece of Registered Apprenticeship Programs to be eligible
• Calculate “value-added earnings” of a program based on the student achieving wages above 150% of the poverty level

This approach, which would provide governors with significant flexibility in implementation, is intended to make education and training more accessible, allowing individuals to gain skills more quickly and enter or advance in the workforce without taking on significant debt or delaying employment. Afterschool programs already partner with schools and businesses to help students gain credentials, earn college and high school credit and participate in work-based learning opportunities.

The Afterschool Workforce

The workforce challenges facing afterschool and summer programs today are limiting their ability to meet the needs of children, youth, and families. Research shows that a strong afterschool and summer workforce is essential to providing young people with the experiences, connections, and outcomes they deserve.

A number of program providers, states, and even some work at the national level have been offering afterschool educators opportunities for credentials, apprenticeships and workforce pathways. Additionally, the field with leadership from the California Afterschool Network has been aiming to gain its own federal workforce standard occupational classification (SOC) designation.

The accessibility of the new proposed Workforce Pell to help afterschool staff finance these types of career pathway programs may depend on how well each program’s details align with final requirements and the implementation policies of each state’s Governor. In the short term, entities with credential and other workforce development programs may want to consider if the proposed rule matches with the needs of their workforce credential and submit comments on areas where language could be changed or strengthened.

Connecting Workforce Pell to Afterschool and Older Youth

Workforce Pell has important implications for afterschool and out-of-school time programs, particularly those serving older youth. These afterschool and summer programs already play a vital role in career exploration, skill-building, and preparing students for life beyond high school. They help young people develop foundational and employability skills, connect learning to real-world applications, and build awareness of career pathways.

With the expansion of Pell to short-term credential programs, afterschool programs are well positioned to help bridge the gap between early exposure and formal training. For high school students and young adults, especially those who may not pursue a traditional four-year degree, afterschool programs can serve as an entry point into workforce pathways that Workforce Pell would help support.  By incorporating career-connected learning, including opportunities to earn credentials, college credit, and participate in registered apprenticeships, these programs can guide youth along pathways into 21st-century careers.

There is a clear opportunity to build stronger training and career pathways for afterschool professionals, creating accessible and affordable routes to enter, advance, and remain in the field. Afterschool programs, intermediaries, and system leaders should act now by submitting comments on the proposed Workforce Pell rules through the federal rulemaking process. By sharing field-based evidence and advocating for policies that recognize afterschool and youth development roles as eligible career pathways, leaders can help shape implementation. These efforts will ensure that new investments translate into stronger staff pipelines, improved program quality, and better outcomes for young people.
