Draft Legislation from the U.S. House of Representatives

In February 2012, two ESEA reauthorization bills were prosposed by Chairman Kline of the House Education and the Workforce Committee, the Student Success Act  and the Encouraging Innovation and Effective Teachers Act. The latter would essentially eliminate the 21st Century Community Learning Centers initiative and create a new consolidated block grant that could, in part, be used to fund afterschool and summer learning programs. The bills followed a series of hearings held in 2010 by the House Education and the Workforce Committee, and the Committee passing three additional ESEA bills that address charter schools, program duplication and flexibility. Among the ESEA related bills introduced this Congress on specific issues, several relate to afterschool programs:
